Information on Large Area Rezoning

MARCH UPDATE: As of March 2021, the goals of the Large Area Rezoning (LAR) of the Monte Vista Historic District are now complete! Contemplated since 2017, the project ultimately covered hundreds of properties in the neighborhood in order to correct an over-zoning from 2001 which allowed intensive-use zoning designations that are incompatible with residences in the area. Not every Monte Vista property was re-zoned, only specific addresses in the northern section and other specific properties in the south of Monte Vista.

The final cases were heard March 18, 2021: Items Z-2 and Z-3 were approved on Consent Agenda. Items Z-1 and Z-4 were pulled from Consent Agenda for City Council consideration due to rezoning opposition by property owners. Both Z-1 and Z-4 were approved by City Council (11-0).

The five other neighborhood associations which lent their support to Monte Vista Historical Association are experiencing similar difficulties with their zoning. Nine property owners within 200 feet of the final four properties supported the LAR. Seventy-four Individuals supported the LAR by e-comment.

The Monte Vista Historical Association respectfully requests your support for the Large Area Rezoning in south Monte Vista which will be heard before the Zoning Commission on November 3, 2020. This Large Area Rezoning, initiated by Councilman Roberto C. Treviño’s Council Consideration Request (CCR), corrects zoning which is inconsistent with current land use and addresses incompatible development in areas of the neighborhood which are currently “over-zoned”.

This is a milestone for our historic neighborhood, and we believe the following to be true:

This rezoning of south Monte Vista will be beneficial to the quality of life in the community by assuring our neighborhood’s residential stability and character.

This rezoning supports our Monte Vista Neighborhood Plan by protecting the residential character of our neighborhood while also allowing specific residential, office and commercial uses to coexist within the boundaries of our neighborhood.

This rezoning creates a more equitable and cohesive neighborhood by removing intense zoning disparities found within Monte Vista.

This rezoning will continue to protect the land use rights of residential, office and commercial property owners in Monte Vista. Property owners have the right to request to change their zoning if in the future it is desirable to change the use of their property.

This rezoning will help define future responses to high density residential, mixed-use and commercial development patterns projected for inner city neighborhoods through the SA Comprehensive Plan. Applying the correct zoning is a key element in “having a say” in maintaining thoughtful development patterns in Monte Vista and the neighborhoods that surround Monte Vista.
